During the construction union of the railway a certain Sergeant Ellis was put in charge of the Westlands depot. By the time he left a few years later, he had earned the distinction of being Nairobi’s first European resident, and for this an Avenue in the new town was named after him. Sergeant Ellis Avenue remained so named until the 1960s when it earned a new name based on the major building that was put up in the 1957 with a clock tower that is 165 ft high.
City Hall still stands facing the KICC, with the road in front of it named City Hall Way.
